1-8 1C set and cast off 1 place as 2C step up. 1C turn LH once round to end 1M facing own side with 1W right behind him.
9-12 Half tandem diagonal reel of 3 with 2nd corners, 1C passing 3M LS to begin, changing leads on the end and ending 1W facing 2M with 1M right behind her..
13-20 Full tandem diagonal reel of 3 with 1st corners, 1C passing 2M LS to begin, changing leads on the ends and ending 1W facing 3M in 2W's position with 1M right behind her.
21-24 Half tandem diagonal reel of 3 with 2nd corners, 1C passing 3M RS to begin, changing leads on the end and ending in 2nd place 1M facing out.
25-32 2C and 1C dance RH across. 1C and 3C dance LH across.
Repeat.

Note that the figure in bars 13-20 is a reel across the phrase and can be thought of a half LS reel and a half RS reel, so the reels are L, L, R, R.
The figures on this dance remind me of a stitch in bobbin lace named a windmill crossing.
